Handcu¤s for the Grabbing Hand? Media Capture and Government Accountability

چکیده
It has long been recognized that the media play an essential role in democracy. However, even in the absence of censorship, the government may inuence news content by maintaining a cozyrelationship with the media. This paper develops a simple model of democratic politics in which the actual freedom of the press is endogenous. In equilibrium, the features of the media market determine the ability of the government to capture the media and to control political outcomes. The main predictions of the model are consistent with stylized facts about corruption, political turnover, and perceived press freedom. We are grateful to Silvia Pezzini for research assistance and to Carolee McLeish and Simeon Djankov for graciously providing us with data. We have received helpful comments from Stephen Coate, Torsten Persson, David Stromberg and a number of seminar participants.
